Android and IOS Application for Company Use scanning QR Codes

We are a security company looking to develop an internal application that can be used on our guards cell phones (both android and IOS). We need the app to be able to utilize QR CODE scanning or GPS locating so that a guard can SCAN a QR code and have it log his location or drive through a GPS point and have it log his location. We need to have different "account" locations established for the clients so that the each location can have their own set of QR codes/GPS locations. We will also need to ensure that the agency can run a report of what code the guards scanned and when.
