Android and IOS App to open an existing webpage (kind of webview)

I need to create a simple application for Android and iOS that loads an initial screen with a text and a logo, and when clicking on it opens an existing web page on fullscreen (the URL will be in a variable to be able to change it regularly) in addition to including some GET parameters after the URL to be able to do some analytics (for example: "?d=android&v=1.0" o "?d=iphone&v=1.0"), these parameters will be obtained from the device (device type, app version...)
