Android/IOS App for resizing pics/videos

Wanting to build a resizing app
1st 1/2 to automatically resize pics/videos in the phone storage 1 minute after the picture or video is taken by the camera, the other half of the app is for manually resizing other pictures and videos already on the phone
I want to clarify,
I am not looking to capture/record the image/video inside an app
I want to use my camera and then resize the pic/vid automatically after
in addition to create a popup to come up every 2 weeks, letting the person know how many pictures or videos have been resized in their phones storage (with admobs on it, either top or bottom), admobs in the rest of the app
service agreement - for issues in the first month/updates
I retain all material rights
finally adding Google translate to the app
