I am looking for an experienced Android developer to build a GPS plotter and tracker application for marine/boating use in the Seychelles (Indian Ocean). The app will be installed and used primarily on a Samsung Galaxy S25 Ultra and must work fully OFFLINE at sea, where there is no mobile data coverage.

KEY FEATURES REQUIRED
1. Live GPS position plotting on a map of Seychelles waters (Mahé, Praslin, La Digue and surrounding banks/reefs), with lat/long display in degrees-minutes format.
2. Offline maps/charts — the app must cache or bundle map tiles (e.g. OpenStreetMap / OpenSeaMap or similar) so it works with zero internet connection.
3. Waypoint management — create, name, edit, delete and categorise waypoints (e.g. fishing spots, reefs, hazards), with icons and colour coding.
4. Track recording — record my route (breadcrumb trail) with time, speed and distance; save, replay and export tracks.
5. Navigation to waypoint — bearing, distance, ETA and course-over-ground to a selected waypoint, with off-course indication.
6. Speed and heading display — large, sunlight-readable data fields (speed over ground in knots, heading, trip distance).
7. Import/export — waypoints and tracks in GPX format (compatible with Garmin units).
8. Anchor alarm — alert if the boat drifts beyond a set radius.
9. MOB (man overboard) button — instantly drops a waypoint and navigates back to it.
10. Day/night display modes and a simple, glove-friendly interface for use on a moving boat.
