Android Flutter app – Loading GIF does not stop if there are no items to show or app permission not yet granted

My app has a video section/tab. When opened, before videos (thumbnails) are loaded, there is an animation GIF that plays. However, if there are no video items to display, the animation GIF does not stop. It must stop and display a message (and image) that there are no videos. Your task is to ensure that the animated GIF stops if there are no video items found.
