Android Field Technician Dispatch App + WordPress Plugin Development

Stage 1 Overview:
I need an experienced Android developer and WordPress plugin developer (or team) to build a connected system: an Android mobile app and a WordPress plugin.
This is a dispatch solution for field technicians.
(Note: The actual business nature is confidential; treat this strictly as a "field technician dispatch system.")
WordPress Plugin Functionality:
Admin dashboard: Create and manage "Job" posts (custom post type).
Fields when creating a job: Customer Name, Customer Phone Number, Vehicle Type, Location (map integration/address), Issue Reported (text field), Additional Notes.
Upon saving a job:
Automatically push the job to all nearby Android app users located within a 35km radius of the job location.
Matching based on:
WordPress knowing users' latest location (users' Android apps will update GPS location periodically to the server via API).
See all incoming quotes (price/ETA) submitted by app users who accept a job.
Ability for the admin to assign a selected field technician.
Once assigned:
Technician is officially dispatched.
Job record updates accordingly in WordPress.
Android Mobile App Functionality:
User login: Technicians log in (simple authentication tied to WordPress accounts or a separate API-based user system).
Background location tracking: App periodically sends user's GPS coordinates to the server.
Push notifications: When a new job is available within 35km, user gets notified with brief job details (Vehicle type, Location map snapshot, Issue reported).
Job offer view:
Option to "Accept" (with input fields: Price Quote, Estimated Time of Arrival) or "Reject."
After Admin assigns the job:
Technician sees full job details:
Customer Name & Phone Number (click-to-call functionality).
Exact Location with Google Maps navigation ("Navigate" button).
Full Issue description and notes.
Job Status Updates:
Technician can change job status to: Accepted → En Route → At Scene → Cleared → Completed.
Image Upload:
Ability to take/upload multiple photos related to the job. Photos are uploaded to the corresponding WordPress job post.
Messaging:
A "Message Dispatcher" button, which opens WhatsApp directly (contact pre-set to the Admin).
Technical Details & Requirements:
Communication between WordPress and Android app via REST API.
Use Firebase for:
Push Notifications (preferred, but open to alternatives).
Optional real-time updates (optional but ideal).
Android app must work offline temporarily (basic caching of jobs) but sync as soon as a connection is available.
Clean UI/UX (professional but simple — no overly complex designs needed).
Plugin should have easy-to-use interface inside WordPress backend.
Full handover: I require complete source code for both WordPress plugin and Android app upon delivery.

Fully functional WordPress plugin (installable .zip file).
Fully functional Android APK + source code.
