Android Developer for notification reading and speaking it loudly

We are looking forward to building an android app with a backend which will read notifications of apps. The app when installed and given permission needs to read notifications of only 1 or 2 selected apps automatically in real time with 2 seconds delay & announce the same using TTS. Also need to extract data from the notification which is in fixed format and store the same in the local device using JSON or XML or database as well as forward it as an SMS to an alternate number.

Wireframes will be shared with shortlisted developers.
