Android Developer for Install/Uninstall Notification

I'm looking for an experienced android programmer skilled in building functionality for tracking application installation and uninstallation. The main purpose of the app is to notify me when there's an application installation or uninstallation. Moreover, I need it to be integrated with API for its functioning. Skills in Java, ionic, laravel, Kotlin and familiarity with Android SDK would be ideal for this job.
