Android Call App Development

I need an application created for Android. I don't want to offer many details publically (for a variety of reasons) but I want to explain the basics.
When the user installs the application from the playstore they need to be able to turn on a specific mode on the app so it's active. Once the app is active the goal is to intercept incoming calls. The calls coming in are intercepted/silences so the user never knows they call. Then we'd be playing a message on the caller and doing a few things, before deciding whether to allow the call through or not.
I don't want to share specifics outside of that here, but I'll send a message to the developers that interest me and explain in more detail. I've been told by some developers that this app CAN be done natively. I've been told by others that it CAN'T be done without Twilio so I need someone that can tell me. I'm also not looking to spend a fortune on this either.
