Android Background Tracking & Recording App

I'm looking for a skilled Android developer to create an app that will continuously run in the background on mobile devices, tracking the user's location using GPS, and recording audio from the microphone. This data should then be periodically uploaded to an AWS S3 bucket, the credentials of which the user will provide during the app setup.
Key Features:
- The app should be visible with a user interface after installation on the user's mobile phone.
- Data should be saved locally when there's no internet connection and uploaded to the S3 bucket once connectivity is restored.
- The app should automatically start up when the device is powered on.
Ideal skills for this project include Android app development, background service implementation, AWS S3 integration and offline data handling. Experience with location tracking, audio recording, and permissions in Android are also valuable.
The file uploaded should have timestamp attached to its name. I need code and the apk for testing
