Android App for card game called 40

I am looking for an Android developer to create an app for a card game called 40. My main priority is an online multiplayer mode, so the app should be optimized for that. Additionally, I'd like the app to have a customizable card deck. As for design or theme, I am open to suggestions. Lastly, I do not want the app to include any in-app purchases or advertisements. I'm hoping to find an experienced Android developer who can bring this app to life and give players a great user experience. Here is some more details. Can you write me android code for a game called 40. Here is the object of the game: there can be 2-4 players. Two full decks of cards are used, including two Joker cards from each deck (4 jokers all together). Cards must be shuffled well. The dealer deals 13 closed cards to the first person on their right side. All other players, including dealer, get 12 cards. Once the game concludes the next person in clockwise motion deals and follows same method, on and on. Players do not reveal any cards when holding them or before laying out. Cards not layed out are always hidden. To start the game, the person with 13 cards examines their cards to organize their best chance at creating 40 points. However, they cannot lay out yet. Once they have completed sorting out their cards, they remove their thirteenth card by placing it face up on the table. This starts the game. The next player, in clockwise motion, picks up a card from the top of the pile of remaining cards not dealt. The player then looks through their cards to see if they can create forty points. If they can't, they must place any one of their cards on top of the card placed on the table by the player that began the game. However if the player can lay out with 40 points, they may place the cards in front of them face up so all can see the cards. The game continues in this way. The game is won by being able to get rid of all of your cards. The way the scoring works, is all that have cards remaining in their deck, have to count up the points for that game. Those points are aggregated for a round of 4 games. You can play games of 4 sets, 8 sets, 12 sets and 16 sets. How to lay out: there are two ways to lay out 1) combine at least 3 like cards (example: two's with two's, ace's with ace's) or at least three cards that are in order like Q,K,A or 4,5,6. The second way suits don't have to be the same. As long as the cards are sequential. You cannot use a duplicate card in either set. Example: if you had four J but two of them were J of hearts, then you can only use three of the J. The dupe J heart can either be kept in hand, used for another set of layout cards like J,Q,K or thrown out to the pile. Also, if a player throws out a card that they did not realize could be used to add to the cards already layed out, the person playing next has the option of picking that card up or select from the closed pile. Each face card is worth its value - 2 equals 2 points, 5 equals 5, face cards J,Q,K always equal 10 points. A equals 10 points. Jokers equal 0, but are used as a wild card during play. If you have a joker in hand, you can make it any card you like to use within your hand or add to cards already layed out. Scores are aggregated to a score card.
