Android App for Random Video Chatting

I'm looking to develop an Android app for random video chatting that works similar to LiveTalk (https://play.google.com/store/apps/details?id=com.bingo.livetalk). Upon loading, this app should provide two login options - "Login with Google" and "Login as Guest". Once the user is logged in, the primary function of the app needs to be to allow the user to start a video call instantly by clicking a button. Then onward, it will call backend API to get common room id for consequent two users and connect them in a call. If any one party disconnects the call, it should automatically connect to the next person. This also needs to have admob ads integration.
