Android App for Charging Screen Customization

I'm looking for an Android developer to create an app that modifies the device's behavior upon charging. When not charging the tablet should lock or shut down.

Key Features:
- When the device starts charging, the app should display a custom screen. Without the need of a password or touch of any buttons or screen.
- The custom screen should then open a specified third-party app.
- When stopped charging should lock or shut down device.
- Allow to use tablet as normal by exciting off from start up app.
