Android App dynamic shortcut fix

I’ve implemented dynamic shortcuts in my Android app, and they work perfectly when tested using the AATT preview. They also function correctly when installed from production on my device, which is linked to the same Google Play Console account. However, public users report that the shortcuts are not visible under the Google Assistant shortcuts settings on their devices.
What could be the reason for this behavior ? Are there any specific configurations or requirements I might be missing?
