Android TV App Test minimal function

Hello, We need an app (Android) that we can install on the TV ourselves. This app will not be available in the Google Store.
The bid will be awarded to the person who can complete this test the fastest.
The app will start with minimal and reduced functions to see if our plan can even work. The app must be able to do the following at launch:
01) We must be able to install the app ourselves on an Android TV.
02) We can then upload images via the admin area, and these will then be displayed on the TV while other apps like Netflix or Amazon are playing a movie. So, our image must then be displayed on a new low tide while the movie is playing.
We only need this one function.
This is a test for us to see if you can meet this requirement.
After that, the actual order comes! Of course, with an additional budget.
