Android 10 APK Management Fix

I'm seeking a skilled Android developer with experience in managing rooted devices. I have an Android 10 device with root access and su command,and i dont have an reboot bootloder becuse have black screen and no response but I'm unable to permanently install or remove APKs in product portions .
and after remove an apk unused from product partions and make adb reboot after that no any changes happend why ?
