ANDROID PHONE AS GSM GATEWAY

I want we can use the android phone as a mini GSM Gateway for dialing calls from sim card slots.
The idea is to develop an android app that will keep running at the backend always. user will download that
app into mobile and give permission to app for when request received on that app for dial call
the call will be dialed from his sim card.
so the user will decide and select which prefix he has available which we can send calls to him
so we will see all active users with prefix allow in admin pannel of Android app
So we will send voice calls from the VoIP switch to the admin panel of the android app where the panel will pass that
calls to available slots filtering by prefix
