ANDROID APP AND WEBSITE.

We have a finance company. What i am looking for is to get an app developed wherein a mobile retailer enters the detail of customers phone like NAME, IMEI number. Down payment and stuff and then a barcode is created. Which can be scanned by customers phone. And then customers phone is rooted and can be controlled by the company. Like when customer goes faulty , company can lock the phone and various features. The lock should be so strong that it can not be broken easily. This feature is used bh samsung finance.
