ALPR/ANPR Automatic Licence Plate Recognition on mobile phone

I need an ANPR/ALPR mobile app written in Java or a cross platform language like React Native or Flutter
it needs to scan for licence plates continuously and pass GPS Location, Date/Time and the plate (text) to an online Database and will need to temporarily store the data locally to ensure no data loss in times when the phone can not reach the internet

The app must run constantly in the background - UI is not needed except for testing/setup purposes
it should optionally take a photo of scanned plates
it should take advantage of phones with better cameras
Accuracy is very important and should read plates at various angles
Will be used to scan UK licence plates

As a minimum the app should run on a Samsung s9 phone
