need some changes and updates in android app with webpanel

I have https://codecanyon.net/item/event-app-with-material-design/22496822 this application and want to need some implementations
1. change or update android app splash screen from the web panel.
2. Restrict user to book ticket if user book ticket with same phone number more than 2 times. and showing error i.e. "user not to allowed booked ticket with same phone number please change the phone number"
3. showing flash screen or popup screen with images from web panel. it managed from the admin panel i.e. update, change, showing or not
4. change the permission from required field to unrequired field for the "your message" section (you can find it on when your going to book ticket)
