Simple (Android/iOS) App creation

We need a dev who can create an app, That we need to add to play store & App Store.
App basically has to:
- edit pictures (crop...)
- add text (with font/colour/type/size editing)
- Adding emojis/stickers
Then user downloads the edited picture, or share it on social media ...
