Kids' Tablet Simplification

I need a customized startup screen for two Android 13 tablets (from Amazon) for kids in the car. The tablets will be mounted on headrests.

Requirements:
- Create a simple startup screen with 8 apps and a Settings shortcut.
- Apps: Netflix, Disney+, YouTube, YouTube TV, Prime, Chrome, Hulu, Play store
- Include a shortcut to Settings
- Access to Settings secured with a PIN

Ideal Skills & Experience:
- Experience with Android app development
- Familiarity with creating custom Android home screens
- Ability to implement PIN protection for settings

I’m a little technical but not developer level. If you give me instructions and the software in a zip file, I would like to do it myself.
