Fix Cordova Image Save Error on Android 13

I'm experiencing a permission error when using Cordova `imageSaver.saveBase64Image` on Android 13. The same code works perfectly on iOS and on Android 9. The goal is to save an image to the gallery. I generate .apk at https://volt.build/upload/. Example of the project is attached (also .apk).
