Build Me A Configureable Browser Window

Hello,
I have an application that runs on a chrome browser. It can currently run on linux and windows. We would like to have that application available on the Google Play Store. At its simplest form, any chrome browser pointed to the correct ip/port will display the content we want to see.
We would also want the same for ios and process to register in the apple store.
