Android App for IoT Monitoring

I'm looking for an experienced Android developer to create an app for an IoT application. The primary function of the app is to monitor sensor data from IoT devices. The app should be capable of both real-time data monitoring and providing periodic updates.

Application detailed Spec
We require an Android app to control an IoT device over WiFi and BLE.
The IoT device does not form part of this proposal, and will be developed separately.
The app will run on a dedicated Android (version 13 or above) tablet in kiosk mode.
The app must scan for available WiFi networks, and show these to the user.
The user selects which WiFi network to connect; the app makes the connection.
The app must also scan for available BLE servers, and show these to the user.
The user selects which BLE servers to connect; the app makes the connection.
Only one IoT device will be connected at a time.
The app retrieves data logs from the IoT device using HTTP for a WiFi connection, or GATT characteristics for a BLE connection.
The app stores data logs locally.
The user can enter a destination email to send the data logs to.
The tablet running the app has an internal 4G modem for internet access.
The app compresses the data logs into zip files and emails using a secure SMTP account.
The app allows the user to read configuration from the IoT device, modify, and send the config back to the device.
The app must be written in a well-structured manner, and be well documented.
The app must be written using either Android Studio or VSCode environments.
The app may make use of 3rd-party frameworks and libraries, but these must be well-known and freely available.
We require full source code and documentation.
