Android App Development with Google Play Policy Compliance & Source Code

I need an experienced Android app developer to handle app design, development, source code delivery, and Play Store upload.
Scope of Work:
Simple & clean Android app UI/UX design
Complete Android app development
App must strictly follow Google Play policies
Clean and complete source code delivery
Fix any bugs, errors, or crashes in the source code
Upload app to Google Play Console
Important Conditions:
App must be policy-safe, lightweight, and simple
No hidden code, third-party violations, or policy-breaking content
If the app is rejected due to development or policy issues, developer must fix it
Testing & live approval will be handled by me, but development-side responsibility remains with the developer
Payment will be released only after agreed work is completed properly
Dispute & Quality Clause:
If the delivered work is incomplete, buggy, low quality, or not according to this description, I reserve the right to raise a dispute and request a refund as per Freelancer policies.
By accepting this project, the developer agrees to all the above terms.
