Experienced Meta Ads Expert (App Install Campaigns)

I’m looking for a Meta Ads expert who has real, hands-on experience running app install campaigns for Android (Play Store) and iOS (App Store).

Here’s the thing:
I’ve tried setting up the campaigns myself, but I’m not getting the setup or optimization right. I don’t want experiments. I want someone who knows exactly what they’re doing and can deliver maximum installs with controlled budget.
