I need a small pcb board powered by 9V battery that is connected with the board through a JST-ph 2.0 mm 2 pin connector

The board has one 9V+ and 9V- output and 9V Input 1 en 2 with a JST-ph 2.0 mm 4-pin connector that will be connected with a healthcare sensor.

The board has one 9V relays that will be active when input 1 is active, the relay has a NO/NC/9V- output with a JST-ph 2.0 mm 3-pin connector called "Fall"
The board has one 9V relays that will be active when input 2 is active, the relay has a NO/NC/9V- output with a JST-ph 2.0 mm 3-pin connector called "Move"

The third relay is for low battery detection of the 9V input. The system should trigger when the battery voltage drops to 6V or 10% of the full capacity.
The relay have a NO/NC/9V- output with a JST-ph 2.0 mm 3-pin connector called BATT LOW
Maybe use a 3V battery for this function to make shure this will always work.

All relay have a SMD LED on the pcb board to see if they are active.

When BATT LOW is active a seperate LED will be connected to the board with a 2 pin JST -ph 2.00 mm connector, this LED will be mounted in the cover

When input 2 is active, a green led will be active a selected time period, 3, 5 or 10 min. The LED will be connected to the board with a 2 pin JST -ph 2.00 mm connector. this LED will be mounted in the cover

Key Requirements:
- Detect low battery at 6V or 10%
- 3 Output relay with mechanical contact to connect to another system
- LED on every relay
- Design pcb as small as possible
- Do not use programmable IC
- The system should work completely analog
- The design must be complete to take in production, deliver also the schematic, pcb board design and needed Berber file for production.

Ideal Skills and Experience:
- Experience with voltage detection circuits
- Knowledge of relay integration
- Background in healthcare-related electronic systems is a plus
