Ninjatrader/AFL coding

i require a custom scanner to be coded in Nnjatrader/AFL which can do live / EOD scans in accordance to the logic that i will provide.
It needs to be able to handle custom timeframes and Historic backtesting scans( put a date and time as limitations).
