troubleshoot eks nlb and force rollout restart issue

I am looking for some help on the following troubleshoot on fargate based eks cluster
1. how to force the deployment to bring new pods everytime when we run deployment.yaml, irrespective of changes to the image tag

2. simple nginx eks application need to be deployed with internal loadbalancer . (ingress can used it not, up to you )
