I need help with amazong AWS t3.micro instances VPS

I am struggling with amazon AWS t3.micro instances. I need 1000 instances every month but amazon blocks my AWS account every time I tried to create instances more than 100. So I need someone who is familiar with Amazon AWS instances. or I need a great alternative to Amazon AWS.

NB: I will run windows server on those instances, not Linux or another os.
