Updating a PHP/MySQL website

We have a fairly old website built in PHP/MYSQL, a lot of it has CMS but there are areas which don't so need someone to update those areas for me.
There’s no backend to access. The site is deployed to an ephemeral environment on amazon web services. You can’t really access this and any changes you made, would be wiped out the next time the site was deployed or restarted.
If you wanted to make changes to the code, you would need top get a local development environment setup. You could then make changes to the code, commit these to the Git repository and then deploy them to AWS.
