Terraform Upgrade from v0.11.13 to V1.1.7

I have a project to upgrade from a very old terraform version to the latest. It a very challenging process as I have to refactor the code and modules. I have already done all the code refactoring but still I can't get through the upgrade. I am getting errors like this below and not sure on how to proceed:

"Error: Provider configuration not present

To work with
module.baby-center_spain_client_crr_enabled.aws_s3_bucket_policy.destination_bucket_mfa_policy
its original provider configuration at
module.baby-center_spain_client_crr_enabled.provider["registry.terraform.io/hashicorp/aws"].oregon
is required, but it has been removed. This occurs when a provider
configuration is removed while objects created by that provider still exist in
the state. Re-add the provider configuration to destroy
module.baby-center_spain_client_crr_enabled.aws_s3_bucket_policy.destination_bucket_mfa_policy,
after which you can remove the provider configuration again."

I need a Terraform expert who has performed several TF upgrades to help me. I have downloaded the existing latest and greatest state file from AWS S3 bucket, I am able to initialize TF but I get the above error when I run a TF plan. The expert must be ready to get on a Zoom call and I will share screens and we walk through the solution together. Compensation will be hourly basis.
