Setup AWS API with mysql

We would like to setup AWS API with Xampp MYSQL database so that it can write data in database.
Example -
We have a third party website where they need a HTTPS URL so that they can POST the Database what ever is generated. (We need API URL for that and need to save that in Database)
Once data is POST in database we need GET command so that we can retrieve data for further use.
