Provide a CloudFormation Template

I am building a serverless stack on AWS and want help with CloudFormation. Concretely: I need a CloudFormation template file with API Gateway/Lambdas/WAF/CloudWatch Log Groups/ElasticSearch/Cognito, and permissions/IAM Roles. Please see the attachments for a full specification.

Please CAREFULLY read the Acceptance Criteria in the specification. I will ONLY mark the project complete if the acceptance criteria are met.
