Japanese C++/VB Developer Needed

I'm seeking an experienced, bilingual (Japanese and English) developer based in Japan to assist with bespoke software installation and potentially custom software development.

Phase 1 (est. 2 days):
- Install and run specified software on a Windows machine or server instance (links, provided).
- The software must be functional (i.e. the software updates relevant tables that are formatted correctly).
- Obtain any relevant license keys (reimbursed).
- If done on a windows laptop, the software needs to be moved to an EC2 instance in AWS and tested to ensure it is working correctly for production use.

- Translate accompanying Excel data description into English.

Phase 2 (est. 2-3 weeks ongoing, if Phase 1 is successful):
- Build custom database software using the SDK (links provided).
- Some research is also required in order to complete the above step.
- We will provide further details upon completion of phase 1.

Ideal Skills & Experience:
- Must be based in Japan
- Proficient in one of or both C++ and Visual Basic
- Experience with Postgres SQL Server desirable
- Experience with AWS and EC2
- Software development experience (both commercial and custom-built)
