MP4 Generation Web App Development

I'm seeking a seasoned developer to implement a web app that uses the MLT framework (or another equivalent open-source video editor) to generate MP4 videos from existing video files that I've stored on Amazon Web Services (AWS).
The core features of this web app should include:
1. Advanced File Processing: The software must fetch MP4 video files from AWS and concatenate based on an AAF or EDL file, meaning applicants should be well-versed in these formats.
2. Video Encoding: The capability to generate and export resultant MP4 videos with high quality is a must.
3. Cloud Integration: After video generation, these MP4 files should be automatically saved to Dropbox. Therefore, experience integrating with Dropbox API is essential.
4. User Interface: The web app interface should be minimal giving only browse options for uploading the AAF/EDL file and a short text comment note.
The ideal developer for this role should be proficient with video processing libraries or frameworks (preferably MLT framework).
