Fix my AWS EKS Cluster Autoscaler

installed autoscaler 1.22 based on https://docs.aws.amazon.com/eks/latest/userguide/autoscaling.html#cluster-autoscaler but it does not scale up.

need this fixed and explained what was wrong.
