Configure sql server on gcp with Cloud SQL Auth proxy

I have an existing SQL Server database that I need to restore to Google Cloud Platform. I need to be able to access the database using the SQL Auth proxy.
If this is easier to do on AWS then that would also work. The key requirement is that I need to be able to access the database without whitelisting ip addresses.
I need to have the proxy set up so that an app that has a dynamic ip can connect.
