Build a small vocal recording program on AWS

We need a very simple vocal recorder web app to overdub vocals in high quality audio with the following features:
a very simple and user-friendly interface:
Record, save, pause, resume recording, cancel, delete & playback
Uses phone micro as default
Play background music with single track overdub to record and save vocals on separate track
.wav encoding for all platforms
Save as .wav
Admin panel to set up tracks to sing along and generate invites
If possible in Angular or WordPress to be deployed on AWS.
