Aws ses set up

I have a ec2 instance with a resolved domain and virtualmin set up. I have a good junior mern developer who doesn’t have aws experience. As such I would like to have ses set up, configured and all the usually deliverability factors (spf, dmarc, dkim blah blah) set. The result should be a condition that is as ready to go as possible and instructions should be provided for my mern dev to integrate automated email generation.

I have experience with bulk emails so I know about rate limits etc, as such I would like to be advised about any tools included in ses (or other aws services) that can automate throttling back emails if a rate limit is hit.
