we need to create two or more target groups with weightage and when the user sends the
request we need to find the connection heading to which server and which target group it belongs to
in case if target group1 has 70% weightage (in which it has 2 servers) if all the connection heading to server 1 in target group
then we need to redirect 50% of the connections to server 2 in target group
