Amazon Merchant Account setup

Need to open a new Amazon reseller account. My reseller account was closed out by Amazon due to non payment of my monthly $39.95 fees. Unfortunately I was in and out of hospital and had no access to my account and was unable to keep it active so it was closed.

Not sure if someone else can open a new account for me? Let me know if that can be done and the cost to set one up.
