Add Pandas (+Numpy) layer to existing AWS lambda function

An updated script for an existing function needs the Pandas module. This doesnt seem to work so well in the deployment package. (It throws an error about importing Numpy). So it seems the best way is to add Pandas as a layer in the AWS Lambda function.

I think this is 10 min job for somebody with the experience of adding layers to AWS Lambda.
