Access Problem

I can provide all technical details when we speak. I recently created and AWS account and installed PostgreSQL database. I am attempting to migrate from desktop version of Python/Django. Receiving OperaionalError: connection to server at .... . It does not see or cannot connect to the database. I can share my settings in settings.py for "DATABASES" when we talk. I believe I have end point and port correct.
