AWS EC2 windows 2016 server setup along with an VPN network for RDP connections

I have a windows server 2016 being run on a EC2 instance and I need 10 to 15 secure RDP users to connect to the server to be ale to use our software installed on the server using VPN or any other secure connection.
My main requirement is the server must be safe from attacks from both the users and also from the world wide web.
