AWS mySQL DB Connectivity setup

I need someone to setup the VPC connectivity for my RDS (MySQL DB) setup on Amazon Web Services cloud. The Database should be accessible from public internet.
It is a quick fix for someone who has experience with VPC and networking on AWS.
