AWS cost savings options and percentage comparison per AWS service

Can you help me formulate a comparison sheet to reduce overall cost per AWS service (e.g., ECS, RDS, Lambda, VPC, EC2-ELB, Quickslight, EC2 instances, API gateway, WAF ...)
1) Identify different AWS Savings plans (per AWS service) offered by AWS - Covering upfront, partial up-front, no-upfront / 1-and 3- year options)
2) Map these into a matrix/output format that shows the % savings we could avail of if we were to purchase one of these options/plans
3) Map the % savings for each option into a USD ($) equivalent saving (so that we can easily translate into monetary terms)
4) From these metrics, identify where the biggest cost-saving opportunities could be if we were to purchase of a saving plan
