AWS configuration and redirect script

I'm looking for help with an AWS configuration and redirect script. The redirect I need is a Meta Refresh but I have a sample of a script you can use as a guide line and I don't need Amazon S3 and CloudFront services I have my own AWS we will be working with. I may restrict access to some resources, so I need help determining if that's necessary. Please contact me if you have experience with this type of configuration.
