AWS s3 backup solution Server architecture etc.

Hi,
I want to create with c++ an AWS s3 backup solution.
So Server will manage an AWS s3 storage.
There will be multiple users that can track their storage use.
The server can be written in any programming language and will manage the uploads and user actions. (upload file, delete file, download, get cloud usage, dont allow more files if already full)
uploading should do the c++ client using PresignedUrlWithSSEC (already implemented)
The server must be connected to keycloak. (www.keycloak.org)
I am completely new to AWS and would need an architecture that would provide all of that or consult on how to do that the best way. (not so much money)
Or even a whole server solution if you are able to create it. ( the whole project budget)
don't know if you are technical in regard to AWS API and AWS SDK...
